He is a lawyer from the Universidad Nacional Autónoma de México, with master’s studies from the same institution and with 20 years of experience, he is a specialist in the sectors of telecommunications, broadcasting, economic competition, media, audiovisual content, public policy, regulation, transparency , protection of personal data, technology, digital platforms, among others.
He held various positions in the Federal Telecommunications Institute, and in the then Federal Telecommunications Commission, including the Directorate of Amparos, the Deputy General Directorate of Supervision, Inspection and Sanctions in Broadcasting, the General Directorate of Policy and Regulatory Procedures in Media and Audiovisual Contents and the General Coordination of Institutional Linkage.
He was legal advisor for the planning of the concession of a third national television network (2013), as well as for the transition process to Digital Terrestrial Television, including the development of the regulatory policy in this regard. He was also legal advisor for the determination of preponderant economic agents in the telecommunications and broadcasting sectors. He was legally responsible for the design, planning and preparation of multiple regulatory measures in the telecommunications, broadcasting, media and audiovisual content sector, such as the Policy for the transition to Digital Terrestrial Television, General Guidelines for Access to Multiprogramming, the Guidelines for the Allocation of Virtual Channels in Broadcast Television, the Guidelines for the granting of concessions for indigenous and community social use, as well as the General Guidelines for the retransmission of broadcast television signals (Must Carry/Must Offer).
As head of the General Coordination of Institutional Liaison, he was in charge of the relations of the Federal Telecommunications Institute with the Federal Government, the Congress of the Union, the Judiciary, state and municipal governments, as well as with autonomous constitutional bodies.
Between 2018 and 2020, he held the Executive Secretary of the PRAI (Platform of Regulators of the Audiovisual Sector of Ibero-America), an association that brings together the Regulatory Bodies of audiovisual content in Ibero-America, made up of Spain, Portugal, Chile, Argentina, Peru, Brazil, Colombia , Andalusia, Catalonia and Mexico among others.
In the private sphere he held the position of Public Policy Manager for Mexico, Central America and the Caribbean at Meta (formerly Facebook). He is a founding partner of a consulting company and has served as an independent senior consultant, providing services to various and relevant companies in the telecommunications and broadcasting sectors, as well as both public and private concessionaires.
On the academic side, he is a postgraduate professor at the Faculty of Law of the Universidad Nacional Autónoma de México.
